On June 17, 2013, at the University of Ottawa’s Desmarais Building, retired public servant Lloyd Stanford was among the many who attended a lecture by Keith Spicer, the first Commissioner of Official Languages of Canada, on the theme “The Bilingualism and Biculturalism Commission 50 Years Later: From Turbulent Beginnings to an Enduring Legacy?”. Mr. Stanford had a special interest in this event since he was responsible for some key aspects of research on the Canadian Public Service at the Commission
