The CÉSOC announces the appointment of Jephtée Elysée as President and CEO

Ottawa, Ontario, March 9, 2026 — The Community Settlement, Support and Guidance Centre (CÉSOC) officially announces the appointment of Jephtée Elysée as President and CEO. She will assume her duties on April 1, 2026, succeeding Mr. Saint-Phard Désir, following a planned and smooth transition.

As Associate General Manager for almost four years, this appointment is a natural continuation given her commitment, demonstrated leadership and strategic contribution to the development of both organizations.

Holding a Master of Business Administration (MBA) with a specialization in leadership and innovation, Ms. Elysée began her career in the community sector before accumulating nearly ten years of experience in the municipal sector.

Since her arrival at CÉSOC, she has played a central role in consolidating regional operations, optimizing internal processes, developing institutional partnerships, and strategically aligning programs with the evolving needs of Francophone immigrant communities.

As associate managing director, she worked closely with senior management and the board of directors to support organizational growth, territorial expansion and strengthening of governance.

His appointment ensures solid strategic continuity, in a context where the CÉSOC continues its deployment in Ottawa, Cornwall, Hawkesbury and Kingston.

Recognized for her rigor, organizational skills and keen understanding of community and economic issues, Ms. Elysée embodies a new stage in the development of CÉSOC.

His leadership reflects a desire to strengthen the economic autonomy of newcomers, increase the regional impact of services and position the CÉSOC as a key player in Francophone development in Ontario.

His in-depth knowledge of the organization, teams and strategic issues is a major asset to guide the development and implementation of the new 2026-2031 strategic plan and to ensure the growth of the Canadian Foundation for Economic Development and Employability (CFDEE).

Ms. Elysée expressed her gratitude and commitment to the organization: “I sincerely thank the board of directors for the trust they have placed in me. He has allowed me to grow within these organizations that I deeply cherish. This appointment is part of a structured transition process aimed at ensuring organizational stability and continuity of services offered to communities.

The board of directors reiterates its confidence in the management team and reaffirms its commitment to supporting the new president and CEO in the implementation of future strategic directions.
